No problem - there is also another community page for Instant-On if you need assistance with that product.

The Aruba InstantOn Series APs and Switches require internet access in order to be managed.
You could purchase an Aruba 500 Series APs (ex. an AP-505) - These APs can be managed locally with out internet access, running an 8.x code release.
This is called IAP mode.

Subject: Autonomous Mode
I am trying to find an access point model that can be setup in an autonomous mode. No connection to internet but to establish a small local WiFi network of upto 6 different computers - one of them hardwired.
I purchased an AP25 based on a recommendation on Amazon but turns out that was incorrect. The AP25 did not support the autonomous mode and only did "Instant On" or something like that.
Anyone here can comment on whether this is feasible with an Aruba AP? What model should i purchase? Looking for the cheap option for evaluation.
Appreciate any directions. Srini
