Subject says it all,
At the moment i'm thinking you need to generate a report detailing all switvches that are flagged as being down and then email that ..
or is there a better way?

You can use AirWave Triggers to send an email if Devices are down, and there are some thresholds to configure the outage duration. please check the below link
