    Aruba Instant On 1930 8G Class4 PoE 2SFP 124W Switch JL681A

    I can't ping devices 10BASE-T PoE 802.2af connected to that switch, losses 99% of packets

    This probably isn't the correct forum for this issue.  This is the Security community. 
    At any rate, what devices do you have that are still 10Base-T???

    So you mean you have a laptop, connecting via wireless, then you try pinging this RFID reader which only supports 10Mbps.

    You see first if there is LED light at the switchport physically. Seem the switch does not support 10 Mbps anymore, so it is 'the device fault'. Ask the vendor to change to more recent device.
