Configure your SSID/Network to use a RADIUS server that handles the certificate authentication (EAP-TLS). ClearPass would be a good choice for that.
Alternatively, configure Cloud Auth under Global - Manage - Security - Authentication and Policy; if you have Azure AD or Google Workspace where your users are in.
Not recommended, but 'may work' is the following
configuration to do EAP-TLS directly on the AP. Mileage may vary.
