Create a certificate signing request (CSR), preferably by using OpenSSL, and submit the CSR to the CA for manual processing.  There are multiple resources available that explain how to generate the CSR.

Is there a configuration case for issuing certificates based on Windows CA?

I have a set of Windows AD and I would like to issue certificates to Aruba controllers through Windows CA. Do you have any relevant configuration cases

What would be the purpose of these certificates? You normally don't get certificates from your Windows CA as it's not trusted by most clients.

For Windows CA, once you have the CSR, go to your AD server that as the Windows CA Installed: https://<your-windows-ca>/certsrv and request a new certificate. Example URL: https://dc01.nl.arubalab.com/certsrv/
