HP Switch 5412Rzl2 Won't route multicast

    So We have a 5412RZL2 as our core switch running software version 16.11.0003. I have a server set up on VLAN 2002 set to multicast to 239.192.1.250. Then on vlan 2009 I have phones set to listen to that address. 

    Show IP IGMP VLAN 2009 shows the appropriate address in the active group addresses and ports on IGMP v2, Both Vlans are configured for PIM Dense mode. 

    Hooking another phone up to vlan 2002 and I have no problem seeing the traffic and receiving the multicast stream. Its just is like the switch will not route the multicast traffic. 

    Oh we don't have a dynamic routing protocol enable but we do have static routes between the vlans and there is one between those two vlans. 

    TAC is stumped as well. Anyone else run into this issue?
