I'm very interesting in this issue because I would like to do the same with my IMC.
I'm using the version iMC PLAT 7.3 (E0710).
Which step do you follow in order to do that?
My snmp and ssh test work fine.
All the Fortigate are updated to 7.2.8
Under the Service Menu', Select Device, Device View, I see on the security Image of the firewall the correct number of the Fortigate that I have, but I can create the Backup list.
Should be great if someone of the community and also the HPE technician explain one time for all how to do that.
I really apreciate any help in this way.

IMC must to use SCP to backup config
user (used to login by IMC) in fortigate must have a previlages to read all config!
