    Gave up. Used this: https://www.youtube.com/watch?v=qKcSzMegHJY with Free SolarWinds SFTP server https://downloads.solarwinds.com/solarwinds/Release/FreeTool/SolarWinds-SFTP-SCP-Server.zip

    Not elegant but functional

    FORTIGATE
    config system global

       set   admin-scp enable

    IMC must to use SCP to backup config

    user (used to login by IMC) in fortigate must have a previlages to read all config!
