Activate is the zero-touch provisioning solution for Aruba equipment. In the past customers had direct access to Activate (cloud delivered service) to redirect APs to their controllers, or Airwave, or controllers to Airwave/VPNCs. Central uses activate as well to get devices connect to Central (and the correct Central instance), but if you in the past had configured rules in activate, those will conflict/prevent Central from adding a redirection to Central in Activate for those devices.
For most on-premise deployments with controllers and APs, customers would not use Activate, but use either manual configuration (for controllers) or DHCP/DNS (for AP controller discovery). Chances are quite low if you have such a deployment that Activate is used/configured.
The remark points to that IF you configured rules in Activate in the past for your equipment, you should remove them before adding devices to GreenLake/Central.

I am trying to prepare a migration of a redundant Aruba 7210 controller/gateways Aruba Central. I found some information on this link Preparing for AOS 10 | Validated Solution Guide (arubanetworks.com) that I don't fully understand. One of the bullets for the prerequisites says:
Mobility Controllers/Gateways to be upgraded must be removed from any Activate folder with existing provisioning rules before attempting the upgrade or connecting to Central.
Does this mean you cannot add these gateways to groups yet prior to upgrading them? Hope someone can explain this.
