We have 2 2930F switches configured as VSF. No MAD is configured. Issue is that when the commander switch is powered off or restarted, the standby switch is restarting by its own. And when the original commander switch is powered on, the other switch again restarts. Is this normal behavior? If this is the case, there is no HA. We have our VM servers connected to this VSF stack which is running critical applications. Can someone please clarify? I want one of the switches to be up always even if the other is powered off or restarts.

If the Commander device fails (or it is powered off) the two-members-VFS-stack's topology changes and this should force a new Commander election (in the remaining active fragment): the surviving Standby VSF member should seamlessly become the new VSF Commander...would you be so kind to share sanitized information about your VSF stack configuration and status? 

But in my case, I noticed the second switch restarted when the commander is powered off. Please see below the vsf configuration and vsf status below.
