Problem:
VM CPPM upgrade failed with the error:
ERROR - Setting up upgrade partition failed ERROR - Exception performing upgrade: Pre-install task=30-prepare-second-partition failed
While trying to upgrade CPPM(VM) from one major version to another major version, upgrade might fail with below error:

Upgrade failure with this message could be the result of incorrect OVF deployment.
During OVF deployment, CPPM needs SCSI 0:0 and SCSI 0:1 to be provisioned using thick provisioning technique.
When SCSI 0:0 is thin provisioned with restrictions in provisioning size, it is possible that we might run into the upgrade failure error. Depending on the ClearPass version, the size of SCSI 0:0 can take anywhere between 17G, for CPPM version 6.6.2 and greater than 20G, for CPPM version 6.6+.
Below screenshot shows that SCSI 0:0 was thin provisioned, where we ran into this upgrade failure.
Since this is not an recommended deployment, we had to redeploy the Server with latest version.
