What are the circumstances that the license gets lost once the controller is rebooted?

Below are the conditions when installed licenses will be lost after power cycle.

The licenses will be saved to flash only in below conditions after installing licenses:

1)      On manual reload
2)      After write mem
3)      After every 3 hours when the dbbk  takes the DB flash backup.

If a power cycle followed after license installation without one of the above three, all installed licenses will be lost after box comes back.
