I tried to block the youtube from:

    1. Application - Youtube
    2. Application Category - Streaming
    3. Web Category - Streaming-media

It's working in some of PC's and phones not in the all network.

It seems that google has been using the 'quic' application to stream youtube videos.  You should try blocking the quic application to see if it makes a difference:

    any any app quic deny

So why don't you allow connections to www.google.com and then block the quic app?
