    Can ClearPass with PEF do the following before granting network access?.

    Wired network access should be based on the following criteria;
    802.1x authentication and systems that are members of specific domain should get IP thru DHCP, if non domain systems, no network access.
    Additionally, if anti-virus/anti-malware software is found to be removed/disabled, no network access.

    Wireless network access should be based on;
    Systems that are members of specific domain and meet anti-virus/anti-malware software should be allowed to access certain networks.

    What i'm looking for something similar to Device health check feature on Windows NAP. This feature is removed from Windows 2016.

    PEF is a controller feature. The equivalent to NAP in ClearPass would be OnGuard.
