I have enables Sponsorship for Guest Self Reg.
but the new account created is enabled prior to the sponsors approval?
I can not figure out why this is happening.

I am experiencing the same issue. The sponsor was previously enabled. I disabled it for an event and have re-enabled it. I receive the email to approve the guest, but the guest view is Account Status = Enabled and they are able to login successfully without sponsor approval.
Is there a solution other than a reboot of Clearpass?
