You can access the GUI from your local machine but of course you have to have network connectivity from the local PC to the CPPM server. Make sure you can ping the IP address you set up in the CLI of the VM first. If you can make sure your PC has the proxy turned off if it is a lab setup and not part of your production network. Then goto https://[ip address]/tips
If you can not get to it maybe the services in CPPM are not all started. Call support for assistance. Also from CLI of the VM if you log into it you can run a few network connectivity test. Type help in the CLI most of the commands are under "Network". I think you can do "Network help or ?" For the sub commands.
