We got a controller a 3400 which says his limit is 32 APS.   It has a firmware of 6.3.1.14

Anyone else with the same issue?

Im attaching the image, just want to confirm this is a bug.

It looks like that particular controller has 32 AP licenses loaded (with 0 RFP and 0 PEFNG licenses).

What does show license verbose show; or if you scroll down to the license table on that page?

The "overall limit" shown is the lowest common denominator of AP, PEFNG, and RFP licenses.  In your case, you only have 32 AP, so that is what is shown.
