I wasn't able to find this answer by searching.

Is it true that if one is using both uplinks on an AP-225 that two AP licenses are requried?  What about other software like firewall?

    TIA.

There are no license changes for using both ports on the 225 which will be supported in AOS 6.3.1.

Do you know if it the 225, with two uplinks, is counted as two APs with respect to the Max. number of APs the controller can manage?

The controller is seeing it as one AP. Your counts shouldn't change.
