We have to add another DHCP scope because we are running out of IP's. I cannot just change the sbunet mask on the existing one because some of the devices had to be statically assigned.  I added the VLAN to the VAP so both the old and new VLANs are listed. To make matters a little more difficult we use DHCP Reservations to assign the other devices. I tested it by reserving an IP in the new VLAN, but it gets one from the old one. Any ideas?

Wireless + DHCP reservations + multiple subnets doesn't mix well.

You should try creating user derived rules for those Mac addresses to assign the appropriate VLAN.
