Airwave (on VM) or controller?

My customer is looking for a solution that fits these requirements: 

- Management that is not in the cloud.

- Upgrading software on access points through his centralized equipment. 

- Change policies for every access points at one place. (not cloud)

- Easy to manage


I've been wondering if he should just go for a controller or Airwave on a virtual machine that he hosts (can someone tell me how I order the VM airwave?) or just go for a controller. This will be aroun d 10-15 different locations and few big ones.

Are you working with a local Aruba Sales person?  That would be the best route, because there are so many questions to ask before coming up with a design...
