I am seeing 1mbps rates on BSSIDs that have lower rates (1,2 and 5.5mbps) disabled.  I am running 6.3.1.2

TAC says they can replicate in lab and looking into it.  Curious if your output is similar.  This is an example of our Eduroam SSID out of one WAP (show ap active ap-name xx):

    80211g ESSID eduroam Stats

    ---------------------------

    Parameter                            Value

    ---------                            -----

    (truncated)

    BSS Tx Rate                          1 mbps

    BSS Rx Rate                          1 mbps

    mlew,

There is also a beacon rate setting.  You should try changing that from the default to your lowest rate.  Did you do a packet capture to confirm the low rate settings?  If not, please do so before and after you make the change:

Have you tried taking a wireless capture to configure this behavior and make sure what's the rates supported under your eduroam ssid ?

I thought the beacon was sent at the lowest configured basic rate.

The g-beacon-rate controls this.  The basic rate parameter advertises the "supported" beacon rates.  Please do a packet capture to understand what is really happening with your WLAN.

That setting, according to the UG, is for DAS systems only.

That is not the only use for it. You mentioned you wanted to see the higher management rates. Please do a pcap before and after changing that parameter to determine if it suits your needs.
