    Is it possible to rate limit traffic for a guest network without PEFNG?

    Is it possible to apply ACLs without PEFNG?

    Can QoS be used (e.g with ACLs or accepting incming CoS) without PEFNG?

    No, you would need PEF to use bandwidth restriction functionality as these are firewall features.
