Aruba Controller under Monitoring > Client doesn't show the connected client when no activity to server. Which mean the when server shutdown for a period of time, but the mobile client connected to Aruba and it doesn't show on the Monitoring > Client. Only when it show its perform ping or have the activity in between the mobile client and server.

Above problem, it is normal or abnormal? Can it be solve?

    is Controller 3400 running 6.1.3.4

That should not be.  Please open a TAC case.  There are times when the GUI could be a little behind.
