We are a school dist over a lager area in Wa State I have aprox 800 ap's  and somone out there is using a rouge  dhcp server on my open network,  Is there a way to prevent this on the controller, ie dhcp snooping ect as on a network switch.

You could create an ip access-group on your interface only allowing DHCP from your DHCP servers

Also apply the rule user any udp 68 on all your ACL defined under your user-roles , if you use the logon-control  it should be define there as well.
