I would like to apply an ACL to our port-channel interface to prioritize our VoIP / Video traffic and I was wondering if you could apply a stateless ACL ?

When you create a policy and use the drop down menu select {extended, standard} which are both stateless acls. The default policy is a session which is stateful. Using an extended or standard acl you can't mark ToS/802.1p Priority. You would have to use a session ACL for adding ToS/802.1p Priority.
