What Master Discovery mechanism will the APs be using to locate the master?

    https://www.arubanetworks.com/techdocs/ArubaOS_64_Web_Help/Content/ArubaFrameStyles/AP_Config/AP_discovery_ADP.htm

Do you see anything in the controller logs for these APs?

show log all | Include 50

Do you want to provide further information on the AP, controller, firmware version, are you using CPSEC, are the AP& controller in the same subnet or different etc? Can you ping the APs from the controller?

Controller is 7210 run 8.3 and AP is 303. I'm disable CPSec and Controller-AP is the same subnet.

i can't ping from my controller but i can ping on my switch. LOL

I'd focus on the failing pings. The radios won't come up if the controller communication channel isn't up and active.
