You will need a MAC authentication service to allow the registered device to the network.
This video may help; it's for wired guest, but should work similar for device registration where you include the Guest Devices repository into your MAC authentication service. To better understand the MAC Auth vs. Captive Portal, you could check
this video.
Your Aruba partner, or Aruba Support should be able to help with this as it is about combining a few standard building blocks.

Subject: Clearpass guest self-register
I'm creating a wired guest authentication, the goal is that after the external device is connected to the company's wired network, it will be redirected to a self-registration page, the user will be able to sign in after registering on the page, and after passing the web authentication on Clearpass, they can get network access. Now I have created a self-registration page and successfully redirected the user to the self-registration page. But after the user clicks login after registration, "Please wait while you logged into the network..."is displayed, we see the Clear pass sends [Cisco - Bounce-Host-Port] to the switch in the Access Tracker, and then a new self-registration begins. How do I implement the requirements?
