You will need to configure your MPSKs on each VC (each Instant Cluster) if you are using MPSK-Local. You are also limited to 24 PSKs per cluster.
If you use MPSK-AES with ClearPass you do not run into that limitation, and you can have one central location for all of your IAP clusters to authenticate against. No having to manually configure them across VCs.
