I'm trying to add a IAP-303H to a IAP-303 cluster and get the following error:

AP register fail because of regulatory domain mismatch

Why is this? It should be no problem at all they are the same in function.

What are the specific SKUs of the AP-303H and AP-303, what are the versions of your code and DRT file, and what's the selected country of operation of the cluster?

Could it be that you have different regulatory domain APs? Like AP-303H-RW and IAP-303-US? Or may one of them be different branded (not Aruba branded)? You cannot mix those for legal reasons, and BTW you are in many countries not even allowed to possess an AP from a different regulatory domain.

From the part numbers, as Onno suggests, you can also find that out if the labels on the AP are not clear.
