Orange flashing light is bad - it means the switch does not recognise the transceiver. You could try enabling unsupported transceiver mode (UTM) - that might help. Check what the show int transceiver command shows - if it reports as unsupported, you will have to try UTM.

Did you check the DOM info regarding the status of both sides (not sure how reliable this info would be, as it is a third-party device):

As there are no error messages, probably you can doublecheck:
- correct send/receive side on the transceivers are used
- try with "unsupported transceivers" as mentioned by Richard (if not configured already)

From the transceiver info, it reports as J9151D, and the serial indicates it is a third party. Third party transceivers often work if they meet all the specs, and because this one reports as a known model, you don't even need to enable unsupported transceiver mode.
You may need to post the actual error message, or more detail about the problem you are having.
Check that the link comes up to the other end and reports LLDP. Then try the VSF stacking.

I have gone through the booklet and purchased different receivers to do a horizontal stack with no luck.
I stacked no problem with DAC cables for confirmation.
I purchased 10GBase-LR SFP+ Transceiver, 10G 1310nm SMF, up to 10 km, Compatible with HP J9151A
Because it shows that it works on the support page.
When I show transceiver detail it come up as,
