Please consider upgrading your ClearPass, as 6.7 is no longer a supported version.
The ClearPass Guest application log (under support in the Guest section of the WebUI) may provide information on if the mail was tried to be sent, and if there was an issue. You can run a network capture to see if ClearPass attempts to send the message.
Do you check the spam section in the receiving hotmail account?
