    Current Setup:

    3400 controller running 6.4.1.0

    RF Protect licensing

    38 AP's

    2 Air Monitors

Configured a WIP policy to block particular SSID's coming from numerous Apple devices(mobile hotspot).  Wireless containment is enabled and setup as deauth only

Is the default behavior for all clients to not be able to connect to the defined SSID at all? or connect/disconnect continuously?  the air monitor(s) are in great range of the suspected device broadcasting the SSID I want to block.

Yes, clients should not be able to connect. Keep in mind that if they're not broadcasting your corporate SSIDs on their personal devices, deauthing clients can be interpreted as illegal (US).
