Degraded mode is normal. It means that AP is not yet fully booted. You just need to wait few minutes and it will go in normal operating mode.
Check the country setup. If country was not setup, then radio will stay down regardless of your other actions.
For ethernet port check the ethernet jack on AP. I see an AP that has broken connection on the board. It did power on, but could not establish connection.

Sorry for the delay. It took me all week to finally figure out how get a console on this thing. I was told they have a lifetime warranty, but when I go into the portal, it says 3 years. :(
Fortunately, I had some spare arduino parts laying around and was able to wire into the controller. I was able to get into the console (admin/admin) after a factory default. It does say it is in degraded mode and certain functions (write) are unavailable.
I was able to reboot it into this state so I suspect there might be a possibility of breathing life back into this this.

I have two IAP-315's behaving the same way and I cannot access either of them. I have done a factory reset, swapped POE injectors, changed cabling, all to no avail. The system status light will eventually go mostly solid with a periodic blink and the radio light will remain off. I'm at a loss as to what the next steps in diagnosis could be.
I just checked the warranty support on these, and as fate would have it, they are just out of the 3yr warranty.
