At least one of the APs in the cluster needs to be running as a VC. It is not until AOS10 that the APs act independently in central.
If an AP boots up on the same L2 segment as the VC, it will join unless auto-join has been turned off in the system settings.

How can I disable/remove the VC on the IAPs? Forcing me to have this feature and not giving users ability to disable this feature does not make sense. When APs join Central under the default group all of them end up joining the VC. Is there a way to prevent that?
