Not that I'm aware (natively). You may be successful if you spin up a (highly powerful) Windows server in Azure, and run Airwave in Hyper-V on that server; but it's a bit strange solution. Not 100% sure if Windows servers in Azure can support Hyper-V Guests, but think I heard about people running ClearPass like that in the past, before ClearPass was natively available in Azure.
