I have been following this thread with interest as I have been having the same issues relating E710P03 with 2530/2930F series.
After raising TAC ticket I have updated to E710P04 and after a synchronization backups are now working on a reliable basis.
I am however struggling now to deploy firmware to 2530/2930 using SSH to communicate and TFTP for firmware delivery. The process starts correctly and actually copies the firmware to the target device (Viewed in IMC log and on switch event log), however after this it fails and after a long time it times out with a script error in the IMC window.
The log shows this:

from our testing, the problems have been resolved in 710P04, but the release notes missed instructions to sync the devices.
I have written a knowledgebase to recommend it and included your workround to test SSH configuration, thank you and sorry again.

sorry you had so much trouble. Could you please share the ticket number and I will check why you didn't get the hot patch for 710P03 which cleared this problem.
Unfortunately the developers forgot to put in the 710P04 readme the instruction to synchronize the devices after upgrade..
I have written a knowledgebase and it will be published soon. Here is a screenshot.

since TAC wasn't - sorry to say - of much help here, and E0710P04 didn't fix the problem of being unable to backup some (not all) devices, i fiddled around and could get iMC to backup all of our devices just like before.
i'll share my findings - hopefully this helps someone out there. here's what i did
- switched to plain text password view in system settings (no idea whether this was crucial)
- accessed the device page of a switch that wouldn't do a config backup
- Configure -> Modify SSH Settings
- without changing anything, i pressed the 'Test' button, waited for the 'Success' message and pressed 'OK' afterwards
did that for all the failed devices, et voilá... config backup works for all devices as expected.

this is kinda annoying.
