It sounds like the configuration on port 1/16 may not be identical to the configuration on port 2/16. Double-check that the configuration is exactly the same, including VLANs, access control lists, and any other settings that may be relevant to the connectivity of the end device. Another possibility is that there may be an issue with the physical port itself. Try swapping the cables between ports 1/16 and 2/16 and see if the problem follows the cable or stays with the port.
