HA FF will sync "high value" session information from the active to the backup controller. That should provide a mostly non-interruptive failover for client devices when working properly.

1) If all configured correctly, does HA FF allows clients to move seamlessly to backup controller if SSID is WPA2/3 Personal?
2) I read on this forum that during HA FF, user table is not synced between controllers.

No idea, that's part of why I recommended a TAC case.
I haven't tried to make fast failover work since AOS 6.3, and wouldn't recommend the configuration for AOS 8. If you need seamless failover, get an MCR and setup a cluster. If you just need redundancy, use VRRP and/or LMS/B-LMS.

I have a single vlan configured for Ap management and user for testing purpose. There is very minimal config required so what i might have done wrong?
I created HA group, controllers as dual, state sync, then controllers assigned to ha group. Then ap group lms ip and backup lms ip configured. When i do show ha ap table i see ap on both controllers however client doesnt move upon failover

Expected would depend on whether or not you have things configured properly or not. When don't correctly you should see the client move to the backup controller seamlessly.
Be aware, HA fast failover is very sparsely used, clustering is the preferred HA method for seamless connectivity. Most users not running a cluster will utilize either a VRRP pair or LMS/B-LMS for the failover.
Please open a TAC case if you are wanting to troubleshoot your FF configuration.

Without Mobility Master, we have option for HA Fast Failover with standalone controllers. I have configured and checked on both controllers "show ha ap table" and both are showing AP connected. however for testing purpose when i disconnect primary controller, the AP starts showing on backup controller but client's communication is no longer going through and ultimately disconnects. I checked on the backup controller and no clients are showing there. I have single SSID working with Preshared key. Is it expected behavior?
