Looks like a plan, assuming you checked the release notes for ClearPass 6.9 and that supports upgrade from 6.7.14.
You could also check with Aruba TAC to validate this if you need more confidence.

Subject: ClearPass Migration Path - 6.7 to AWS
Looking for feedback/recommendations. Pressed for time to get our instance upgraded and migrated to AWS. While I have a ton of experience with AWS I am relatively new to ClearPass administration.
Our onprem (VMWare) ClearPass environment has stagnated for some time, we are currently on 6.7.0. I am led to believe we can follow the upgrade path detailed below to get to the latest and greatest in AWS.
1. Upgrade Onprem 6.7.0 -> 6.7.14
2. Export backups
3. Import to AWS 6.9 Instance
4. Upgrade to 6.9.13
5. Export backups
6. Import to AWS 6.11 Instance
7. Upgrade to 6.11.4
Any experience with a similar migration path?
