I've had a few guests unable to login to our guest network. Access Tracker displays the following alert "PAP: CLEAR TEXT password check failed". The last guest was fixed after changing their password. Not sure if that was the actual fix or just coincidence, but if so, why is it happening?

Does load balance is enabled in your server? If yes, then try to increase login dealy time.
Please navigate to the registration page and then edit - Login delay and increase the value.

We are facing the same issue, with Build-in database and some clients report PAP : CLEAR TEXT password check failed.
We are in 18.104.22.168479 release.

Increasing the login delay timer from 0 to 5 fixed the problem for me.
Increasing the login delay from 0 to 5 fixed the issue for us with CPPM 6.7 (though it existed ocassionally in 6.4 as well.
Are you using the standard Controller-Initiated login? Surprised that needs a delay. Are they doing these from subscribers? That could account for it as the data needs to propogate.
I was facing this issue and I found the reason for me :
it was when I want to login with an email address which is already in database with another login method like social_method (Google / Facebook login).
Ah, this might be part of our issues. I did have everything served off the subscriber. The five second delay has really helped!
It may be worth checking the passwords of users affected by this. Maybe a special character is being used which causes this to fail.
Try changing special characters and see if this resolves the problem.
