Yes, the "Public" Community string is definitely one you want to get rid of whether or not you plan to use SNMP or not.
The "Public" string is intended for use only in initial provisioning of a switch, it should be removed as soon as the switch goes into production.

Do you have SNMP Trap Receivers or a Communities Configured?
Those can be removed, at which point the switch would no longer send or respond to SNMP.
