What is described in the post is probably not a problem, but expected behavior.
Please open a new thread with all the information, like your policy setup, messages in access tracker, etc. Or may be better to open a TAC case as much more information needs to be checked to first understand your problem first, then your configuration and come up with the proper configuration.
