How do you try to access AFP? If I'm correct, it should be accessed through the HPE Partner Ready portal to sign in; not via a direct request.

Also, you should have a valid partner status.

If it still doesn't work, what is the error that you see?

ASP is now NSP (Networking Support Portal) and is for everyone: customers, partners, employees and even non-customers.

AFP is for Aruba Partners only and requires you to be an official partner and your HPE Passport login needs to be linked to an active partner. Also (I don't know exactly as I'm not a partner myself) you should use the HPE Partner Ready Portal and link to Arubapedia for Partners from there.

Is the account that you signed in with linked to an authorized partner?
