Do I understand correctly that even after you rebooted the complete cluster, this same 'upgrade in progress' is shown?
Is there any management in place, like Airwave or Central?
Are you sure that there are no other Instant APs in the same network? And that all APs you have are IAP 207?
You can't even upgrade from 8.4.0.0 to 8.5?
What I would do is to first see if you can get the cluster to the latest 8.4 release. One other option could be to separate one of the APs on a different network, so you have a cluster of 1 AP, then see if you can upgrade that AP. If that works you can shut down all other APs, bring up the separated and upgraded AP in the original network, and add the other APs again. Those should take the firmware from the AP that you upgraded. Probably best to first go to the latest 8.4 release, then to 8.5 and beyond (check the release notes for the appropriate upgrade path).
These steps above, are if you want to try out yourself and can afford some down-time. Otherwise, contacting Aruba Support or your Aruba partner if you have access to one of those will be the preferred way.

I'm trying to upgrade a cluster of 60 AP model 207 from firmware 8.4.0 to 8.5 up to 8.7 with no success.
The response is always the same from GUI and from CLI:
The other image/drt Upgrade or image sync is in process
I tried to reboot the cluster try auto update different manual image upload but with no success
