IAP-VPN in Master-Local Setup

    Hi all, I've a pair of master-local controller setup in my enviroment and try to establish IAP-VPN from my branches using instant AP. 

     

    The IAP has been configured master-controller as primary vpn & local controller as backup-vpn.

    Somehow, when the master controller is down.. the IAP is unable to establish the VPN to the backup which is local controller.

     

    For your information, I've configured VPN Pool and whitelisted the IAP MAC address in both controller as well as the trusted branches-ad entry is added.

     

    Can I know is this a expected result or something i missed out?

    Are the controllers and the IAPs on a private WAN?
