Could it be that your APs have been used in a different location before?
According to this article, Windows 10 sets the timezone based on WiFi SSID if there is no GPS data available. IP address (used for wired) is last option for determination of the location. Seems that the AP BSSID (MAC address) is mapped to another location according to Microsoft's location data provider. If you open the Maps location you may find a more accurate location of where the client thinks it is.
If that is the case, the issue may resolve itself after some time, use the Bing maps application on as many mobile phones that have GPS as well may speed up the process as updated location data will come in. Or disable the automatic setting of the Timezone in Windows. This is not something that the AP configuration or Aruba Central has any influence in.

Dear Team,
We have deployed Aruba AP 505-RW APs in a single cluster. In some of the locations when connected through Wifi Windows is showing incorrect time zone. In the same network, wired users are showing the correct time zone. This AP cluster is managed by Aruba Central.
I would really appreciate if some one can tell the reason for this behavior.
