Please reboot the MM and open a support case for this if the FTP service starts again after a reboot while configuration disables it. May be a bug if there is a command to disable FTP but it's still running.

Subject: Mobility-Master disable FTP
Hi,
I disabled FTP on the Mobility-Master but it is still listening on FTP Port.
Is this a Bug? Disabling FTP on Controllers works.
