You will need to make sure the RAP IPs configured in your cluster profiles are set to the external IP, otherwise the AP will get the inner IP and try to connect to that. Take a look at this blog that Florian Baaske created a while back. Lots of good information in there:

I'm attempting to set up RAP VPNs on a cluster that includes two mobility controllers and a mobility master. The external addresses for the two Managed Devices in the cluster appear to be missing from the cluster profile. Unfortunately, there doesn't seem to be a way to connect the RAP External IPs to the cluster participants. I tried removing and re-adding the members with the RAP External IPs, but it didn't work.
Can you guys give me a solution?
