    Assume you have a 7205? I don't know an Aruba 7502 controller.

The controller architecture assumes there is a reliable connection between AP and controller, and as the controller handles the datapath (tunneled), if there is no connection between AP and controller, there is no client data flowing. There are some possiblities with remote-AP to run across the internet (or a WAN), but campus deployment across a WAN to branches is not recommended. You may have a look at Instant APs if you need to have local breakout at the branches (or add a controller at that branch), or consider AOS10 where there is even more flexibility in bridging, tunneled and a mix of them for client traffic.

For the optimal design, you'd probably best work with your Aruba partner.

BTW, ArubaOS 8.7.x is end of support, and upgrading to a supported version (8.10 or up) would be recommended. Such an upgrade is independent of your question and will not make APs  keep SSIDs up when the connection is down.
