Even when you migrate, from 6.9 or 6.10 to 6.11 Clearpass requires fresh install with some migration guides which usually support provides as recommendation.

Did you check with support team and the guidelines process?

I found a similar case with a similar message and there license activation resolved the issue.

So first activate the license, then restore the database.

    Had a similar case.

When licenses were activated, issue was solved.

What you can do is that you can try with Trial Licenses maybe and see if it works (so you don't have to wait till other licenses will be activated/sent).

I tend to try and get as close to the new release as possible and have successfully uploaded config from 6.10.8 -> 6.11.1 & 6.11.4
Have you tried spinning up a temp vm running 6.10 and importing into that then exporting and using result on 6.11?

Not activating your keys won’t be an issue
